I live in Osaki, located around 45 kilometers northwest of Sendai and west of Ishinomaki on the Pacific coastline. The earthquake of March 11 was the most intense and longest quake I had ever experienced, and I hope that I will never experience its like again. In this town, it was big enough to destroy a number of buildings, pull down power lines and bring water, electricity and gas supplies to a halt. For a couple of weeks afterwards, life was turned upside down and became a question of clearing away wreckage, queuing for food and gasoline, running out of the house during countless aftershocks and helping friends and neighbors. Of course, we gradually discovered that damage in Osaki was minimal compared to coastal areas and places around Fukushima Daiichi nuclear power plant.

Soon after power and water had been restored, friends from Kyoto drove up on a mission to deliver supplies and provide aid to coastal areas. They dropped by in Osaki on their way to Kessenuma, Ofunato and Kamaishi in Iwate. Their example inspired me to make some effort too and I called out to friends and neighbors to collect useful supplies so we could deliver them to the coast. The response was overwhelming and we ended up collecting around 60 cardboard boxes filled with adult and children size clothes, shoes, daily living supplies and underwear. It was quite a collection and it took an entire day to sort things out and label them. It was humbling and inspiring to see so many people, who themselves had suffered the effects of the earthquake, be willing to help others in greater need. 

I and my daughter had the job of taking the initial batch of supplies to the coast and went out towards Ishinomaki on March 28, more than two weeks after the disaster struck. Hearing that the volunteer center in Ishinomaki was busy, we decided to head for neighboring Onagawa. This was our first chance to witness the extent of the damage, and it was worse than anything we could have imagined. Depending on the orientation of land to the tsunami wave, some parts were relatively unscathed, whereas the center of Onagawa was almost totally flattened. When we were collecting supplies in Osaki, it seemed like we had gathered a lot, however, on reaching Onagawa, it became clear that no amount of goodwill aid on our part could even start to make a difference. As we hadn’t moved through official channels, I was worried that our supplies would not be accepted, however, the staff and self-defense force soldiers working at the Onagawa volunteer center gratefully accepted them. Amidst such an overwhelming disaster, it was difficult finding any words to say to the people working on the ground – I could only hope that the supplies we had brought would be of some help.

I have subsequently discovered a website dedicated to supporting Onagawa via the local football team Cobaltore Onagawa FC and have helped with translating work on that. It’s a way of highlighting the efforts of the local community and especially the football team in working for recovery. The courage and indomitable spirit of the Cobaltore players and all the local people of this small town in overcoming this impossible situation is truly inspiring. A website and Facebook page have been set up containing information about the town and its football club, together with a link to a Paypal account via which donations can be made. Having my own work and family commitments, I have found it difficult to make volunteer trips to the coast, but the Onagawa Supporters website has given me an opportunity to help in my own small way.

More than two months have passed since the earthquake, but recovery will take many years to accomplish. Even in Miyagi and the Ishinomaki area itself, many people are still homeless and have lost everything, whereas others are back to normal living as though nothing had happened. Myself included, I think people tend to forget about people in trouble and worry about themselves, however, I hope that the memory and wreckage of the March 11 earthquake and tsunami, not to mention the nuclear disaster in Fukushima, serve to demonstrate the transience of human society and life and remind us of our duty to devote our time, support and prayers to other people in need.

私は仙台の北西、太平洋に面した石巻の西45kmに位置する宮城県大崎市に住んでいる。3月11日の地震は私がこれまで経験した中でもっとも激しく長いものであったが、これが最初で最後であってほしいと願っている。ここ大崎においても多くの建物や電源設備が倒壊し、水、電気、ガスといったライフラインが止まった。そしてその日を境に数週間、私の日常はこれまでとは一変することとなった。新しい日常とは、瓦礫を撤去したり、食糧やガソリンを得るために列を作ったり、数えきれない余震のたびに家を飛び出したり、友人・隣人を助けたりといった類のものである。もっともここ大崎の被害は、沿岸部や福島第一原発周辺地域の被害に比べればよほど軽いということが徐々にわかったのであるが。

電力と水道が復旧して間もなく、京都の友人が被害の大きかった気仙沼、大船渡、釜石に向かう途中で大崎に立ち寄った。沿岸部を支援するため車で被災地に物資を運ぶところであった彼らに私は大いに触発され、何かできることをしなければならないと思い立った。そこで友人や隣人に支援物資を集めてほしいと呼びかけたところ反響が大きく、すぐに大人用・子供用衣類、靴、日用品、下着60箱が集まった。これら物資の仕分けとラベル付けに丸一日費やした。地震で被災した大勢の人たちが、より困難な状況にある人々を助けようとしている姿に私は感銘を覚えた。

地震から2週間たった3月28日、私と娘は石巻のボランティアセンターに第一回目の支援物資を届けにいく。しかしそこのスタッフが忙殺され対応が困難であることが判明したため女川のセンターへと向かった。このとき初めてその想像を絶する被害の甚大さがわかった。比較的津波の影響を受けていない場所がある一方、女川の中心部はほぼ更地状態となっていた。大崎では大量に思えた我々の支援物資は、ここではとるに足らないことは明白であった。公的なルートを通じてではなかったので、物資を受け取ってもらえるかどうか心配であったが、女川ボランティアセンターのスタッフと自衛隊員は快く受理してくれた。このような大規模災害のなか、実際に現地で働く人に対しての気持ちをどう表現してよいかわからない。ただ、我々の持参した支援物資が少しでも役立つことを願うばかりである。

私は地元のサッカーチームであるコバルトーレ女川FCを通して、女川を支援するホームページを見つけたが、地元コミュニティ、とりわけ復興のために熱心なサッカーチームの活動を世間に広めるため、その翻訳を手伝うことにした。震災から立ち直ろうとしているコバルトーレの選手たち、そしてこの小さな町の人々の勇気と不屈の精神には心を打たれる。女川町とサッカーチームについての情報提供と、義捐金を寄付できるよう、オンライン決済サービスのペイパルを盛り込んだホームページとフェーズブックが立ち上げられた。私には仕事があり家族もいるので沿岸部でのボランティアをすることは難しいのだが、女川サポーターズのウェッブサイトを翻訳することで微力ながら私なりの方法で貢献する機会が与えられたと思っている。

震災より2カ月以上が過ぎた。しかし復興には何年もかかるだろう。宮城県、石巻市でさえも、多くの人々がまだ家も財産もすべてなくしてしまった一方、何事もなかったかのようにもとの生活に戻りつつある人々もいる。私も含め、人は困っている他人のことは忘れ、自分のことだけを気にかけがちである。しかし福島の原発による災害はもとより、3.11の地震と津波により、我々はこれまで享受してきた人間社会と日常生活のはかなさを知った。そして我々に課せられた責務は、それらを必要とする人々のために時間を割き、支援し、祈ることであることを再認識させたと思っている。
